I put a PR together that just repeats that same messaging "in place" in the packed attestation certificate requirements section so that its more apparent. I understand this is redundant because of the verification steps in [section 8.2](https://www.w3.org/TR/webauthn-3/#sctn-packed-attestation), however felt that it helps readers implementing from the spec to not get hung up on the presence/absense of the extension.
