Conditional UI ready for testing on Chrome Canary

Nyan-pasu wg folks!

If you are interested in testing the webauthn autofill integration
(conditional ui) on chrome, it's now available by default on Canary
<https://www.google.com/intl/en_ca/chrome/canary/>. Here's a test site
<https://webauthn-conditional-ui-demo.glitch.me/> that I promise I'll clean
up soon. Please feel free to file bugs <http://crbug.com/new>.

There are a few known issues:

   - Passkeys will not show up if there's a single non password input field
   that's tagged autocomplete="webauthn". We are working on this, in the
   meantime try autocomplete="username webauthn" or adding a hidden
   password field.
   - Filtering by allowList <https://github.com/w3c/webauthn/issues/1793> is
   ignored for now, but we no longer show an error if you try it.
   - Clicking "Use a passkey from another device" might unhelpfully start
   the platform authenticator on mac.

This release also introduces the ability to manage platform authenticator
passkeys (chrome://settings/passkeys).
