This is a good point, but it's not made very clear on the conditional ui examples I've seen :) Still I think this is getting a bit derailed, but if we focus on the use case of "we already know the user id must be X and we are re-authenticating" then limiting condition UI by user id is an excellent improvement to UX in this case.
