Re: [webauthn] residentKey: "preferred-if-unlimited"? (#1822)

@Firstyear As a consumer side RP, we are focusing on most of use cases that the user uses their phone or pc to create the credential. We would like to leverage full features that users can enjoy (auto-fill, backup, 2FA with single step, password-free). If it is the case, then the choice would be rk = required or preffered. Although all the major platforms/browsers are not ready to support, it's just matter of time. So, it is most likely gradually distribution of the feature.
In enterprise case, the situation might be different. So, it might support security key, then the options would be different.
That's the thing that I want to say. It's the up to the business requirement and there is no exact one answers.
