This PR is in response to the concerns raised in https://github.com/w3c/webauthn/issues/1331 and is an attempt to draw RP developers who primarily use section 7 for understanding processing rules for create/get ceremonies toward an understanding of what the root causes of certain error conditions might be so that they might better decide what UX to deliver when an error occurs.
