Some platforms are doing this - building native APIs on top of CTAP. Examples that I am aware of include [Windows 10](https://docs.microsoft.com/en-us/windows/security/identity-protection/hello-for-business/webauthnapis) and [Android](https://developers.google.com/identity/fido/android/native-apps).
