FW: COSE and JOSE Registrations for WebAuthn Algorithms spec addressing WGLC comments

More progress on finishing the algorithm registrations we need.  As a heads-up, the requested COSE algorithm number for the "ES256K" algorithm changed from -43 to -46 because of conflicts with assignments requested for draft-ietf-cose-hash-algs.  (The number for the secp256k1 curve did not change.)
