We have several untriaged issues & PRs -- i.e., they are not assigned to 
a milestone, and may not have an assignee.

we should at least get each of them assigned to a milestone.


proposed process:  assign them all to CR for now, and upon further 
review/discussion/work we can change the milestone if deemed 
appropriate, e.g. during next webauthn call.
