two things:

1. #issuecomment-319595322](https://github.com/w3c/webauthn/pull/498#issuecomment-319595322) does not seem to relate to the thrust/theme of this PR #498. if i understand correctly, it is requesting a feature down at the authenticator API level.  Perhaps it should be submitted as a separate issue -- on CTAP? on the webauthn "aiuthenticator model" ? both?

2. I do not understand the "relates to issue #290 in FIDO CTAP (that one present an alternative approach)."  both webauthn issue #290 and [CTAP issue #290](https://github.com/fido-alliance/fido-2-specs/issues/290) seem unrelated.
