@emlun That will cause issues with existing authenticators.

I support ignoring a 0 counter if the stored one is not set or 0. 
Just to be thorough, lets resolve the ambiguity about the counter being an unsigned integer. It is unlikely to cause any issues with existing authenticators.

I believe we should consider the case where an authenticator can support a counter per credential as highly unlikely.
