Hi JC,

Regarding #1, I came to the same conclusion as the bug filer, as someone
who was attempting to implement an RP based just on the spec. I'm in favor
of clarifying the spec's intention as opposed to copying the full block
back to the RP and duplicating the signCount and TUP data into the
authenticator data structure.

I too am unsure about #2 and would need some clarification there.
