Should isPlatformAuthenticatorAvailable be a method or attribute?

Please see https://github.com/w3c/webauthn/pull/379#discussion_r131209672 responding to Mike West's comment from June 13th.  I'm fine changing this to be an attribute rather than a method, as he suggests.  Others should weigh in.
