I am overall supportive of leveraging credman in the context of WebAuthn. I (and perhaps others) have some concern wrt timeframe impact of progressing WebAuthn plus a monolithic CredMan (ie core (nee base) + "password+Fed" (nee 'sitebound')) [see here](https://lists.w3.org/Archives/Public/public-webappsec/2017Apr/0004.html).
