Current WebAuthn spec is missing various details for clients on how to
 deal with authenticators wrt testing whether an authenticator has a 
credential.

For example, U2F clients perform a check-only whether a particular key
 handle was created by a device.  WebAuthn Clients need to be able to 
do something similar with the excludeList.
