hm, I can not find the term "normalized" used in reference to origins 
anywhere in the whatwg html, url, fetch, or dom specs. 

perhaps what you mean by the above is that a tuple origin's host (and 
domain, if non-null) will be results returned by the [host 
parser](https://url.spec.whatwg.org/#concept-host-parser) algorithm 
(with the unicode flag unset) -- i.e., asciiDomains -- yes?
