WebAuthn charter extension

Colleagues,

The Web Authentication WG's charter is scheduled to expire in early 
February.  Given the group's current progress, the chairs and I believe 
that extending the charter is prudent.

Absent objection, I plan to request that the director grant us a six 
month extension.  While I expect us to complete the current spec very 
early in that window, this gives us extra time to do testing and figure 
out if follow-on work is needed.
