Proposed WG charter for review

https://w3c.github.io/charter-drafts/2023/wasm-wg.html has the proposed
new charter for the working group. The only substantive difference from the
previous charter is the proposed addition of a Component Model deliverable,
with some draft wording for a description of that proposed deliverable.

I believe discussion of the charter is on the agenda for the next WG video
conference — this week, on September 20.
