IntersectionObserver V2 call

Hello all,

We held a phone meeting on May 9 to try and get consensus on the proposal
to adopt the V2 feature set for IntersectionObserver (explainer

<https://github.com/w3c/IntersectionObserver/pull/523>). The tl;dr is that
Mozilla supports
<https://github.com/mozilla/standards-positions/issues/109#issuecomment-2109528594>
the proposal. I posted additional details about the topics discussed to
the spec issue
