Ultimately, as chair that's my fault for not keeping a close enough eye on movement in the spec. Sorry Olli.
I suggest you update the status section of the stale standalone Custom Elements spec (both ED and /TR) to note the last sync with upstream happened in Aug 2016 [1] and point to the upstream source.
You should also update the publication status page [2] accordingly.
It is rather expensive to have good folks like Olli look at outdated versions, so as a courtesy the group should more actively flag out specs when they become stale.
