CfC Passes Re:CfC: Publish XMLHTTPRequest 1 as a Note - abandoned work

Hi,

with positive response and no dissent, this CfC passes, and the group resolves to Publish the XMLHttpRequest version 1 specification as a W3C Note, indicating work has stopped.
