OK, this was also discussed briefly at F2F, and I don't see any objection in
either way. Basically, people like quirks mode.
I made a change that the quirks mode is inherited from the master document
and let the document ignore signals from the parser.

I think this behavior is reasonable, but how it is written can be better.
