Tab,

What's a new rendering engine supposed to do?  Implement one of the 
prefixed versions?  Break content?  Implement the unprefixed version? 
I'd say that if the answer to any of those is "yes" without the spec 
saying so, then the spec is useless here.

This is not an academic question, of course.
