[w3c/manifest] chore: export the "applied" dfn for cross-spec linking (PR #1247)

Exports the `applied` dfn so other specifications can link the relation between a top-level traversable and the manifest applied to it. `application context` is already exported and is defined in terms of `applied`, so the concept is already public while the hook to reach it is not.

Badging is the immediate need: it has to say which installed web application a badge belongs to, and currently works around the gap by going through `Document/processed manifest` and `manifest/id`.

Left `unapplied` unexported, since nothing needs it yet. Happy to add it here if you would rather keep the pair together.

This change (choose at least one, delete ones that don't apply):

* Is a "chore" (metadata, formatting, fixing warnings, etc).
