[whatwg/dom] Add a get the global algorithm for event listeners (PR #1503)

Add a get the global algorithm for event listeners

Inner invoke needs the global of an event listener to set window.event, to skip
the listener when that global is not fully active, and to report an exception.
Using the callback's associated realm's global is wrong when the callback is not
the object the author supplied, as is the case for the event listener of an HTML
event handler.
