I [added an agenda item](https://github.com/tc39/agendas/pull/2143) for TC39 to discuss this at the end of the month. I weakly expect it to get through, though the PR probably won't actually _land_ until a couple implementations have shipped, which will be another 3-6 months probably. Assuming we get consensus there I think it'd be fine to have this reflect the new intended behavior, ahead of the PR landing.
