[w3c/push-api] Notification images shouldn't be fetched through service worker for declarative push (Issue #419)

ltenmoz created an issue (w3c/push-api#419)

In https://github.com/whatwg/fetch/issues/303, it was agreed that fetching notification images should go through the service worker. However, we probably don't want to do that for declarative pushes (with mutable = false), since the point is not to start the service worker in response to them.
(This would need some changes to the Notification API spec as well)
