Re: [w3c/manifest] WPT/dev testability: Create way to test features related to / currently dependent on install (Issue #1194)

PWAs are a difficult matter because they are almost entirely out of scope of the _web platform_. The only part that is directly applicable to WPT is the manifest, everything else is integration with the underlying OS, and existing implementations (Chrome and Safari) are notably different in that regard, especially details of how a web application is installed.

To model an installation of a PWA in a test, we would need to untroduce some new concepts, firstly the persistent system state where apps would be installed, and a way to install them, enumerate, and uninstall.

Shall that be part of WebDriver / WebDriver BiDi?
