[w3c/ServiceWorker] Editorial: export Soft Update algorithm (PR #1847)

Part of #1846.

Adds the `export` attribute to the existing [`Soft Update`](https://w3c.github.io/ServiceWorker/#soft-update-algorithm) dfn so external specifications (FedCM, Payment Handler) can reference it as a stable primitive.

Also adds two Notes clarifying the contract for external callers:

- **Fire-and-forget**: callers receive no completion or failure signal.
- **Job-equivalence collapsing**: repeated calls for the same registration collapse via the job queue's [=equivalent|job equivalence=] mechanism, so calling more often than necessary is safe but wasteful.

## Changes

- 1 attribute (`export`)
- 2 Notes

No algorithm behavior change. Total diff: **+5 / −1**.
