I think the main gap in retaining it as a Boolean value would be the loss of potential extensibility if it turns out we want to represent other application contexts (perhaps embedded apps?)

That being said, I do think keeping the axis intentionally narrow here with a Boolean value feels a lot more precise. I'm happy with switching back to a Boolean, and keeping the rename to `application-context` to avoid ambiguity.
