@noamr Thank you for the updates to the explainer and for addressing our previous feedback. We discussed this again and are happy to resolve this review as **satisfied** with respect to the declarative version of the proposal.

We note that this approach doesn’t enable the existing single-phase cross-document transition to start as soon as possible, which is not ideal. However, we recognize that transitioning to a skeleton page is an important and already widely-used pattern, so improvements that make this smoother are a welcome addition to the platform.

This resolution applies to _the declarative form only_. We remain concerned about the imperative version, which we find complex and prone to misuse. As we understand it, this concern has also been raised by some of the proposal’s own proponents.

We’d encourage you to continue gathering multi-stakeholder feedback as the work progresses.
