[whatwg/fetch] Request for Feedback: Attribution API (Issue #1927)

### What is the issue with the Fetch Standard?

The W3C Private Advertising Technology (PAT) WG is gathering feedback on the [Attribution API](https://w3c.github.io/attribution/#fetch-monkey-patches). In particular, there is a [minor monkey-patching ](https://w3c.github.io/attribution/#fetch-monkey-patches) of Fetch. Note, the Attribution API has a hard-dependency on `site`.

Any feedback you have would be welcome. Including on other aspects of the API design. Feel free to reply to this issue or [open issues](https://github.com/w3c/attribution/issues) on our specification repository. Thanks!
