Gecko did not want to implement this for now as we fear that such behavior does not cover what is mentioned in #232:

> When applying a keyboard lock, only a limited set of keys, primarily those not involving
system control or privacy risks (like Alt+Tab, Ctrl+Alt+Del), can be locked via the API.

The mentioned keys are not implicitly locked on Safari and Chrome, we fear that other browser UI control keys like opening and closing tab can also be such target, and want to have some mechanism to warn users at least.
