Hi @matatk , I apologize for the late response!

1. Scott and I looked into work needed in V8 to make this feature happen and the complexity turned out to be excessive. (more details are in this ["alternative section" section](https://github.com/MicrosoftEdge/MSEdgeExplainers/blob/main/ConditionalTracing/explainer-for-loaf.md#alternatives-considered).
2. Noam and I worked with WebPerf WG on the "alternative", i.e., a lightweight and conditional user timing. WebPerf WG is supportive to that feature, and we decided to pursue that approach. The TAG review for that approach is filed [here](https://github.com/w3ctag/design-reviews/issues/1224).

Therefore I'd like to withdraw this TAG review. It's no longer needed. Thanks everyone for reviewing!
