[w3c/manifest] chore: Export the "install" dfn for cross-spec linking (PR #1212)

Fixes #1211

This change (choose at least one, delete ones that don't apply):

* Is a "chore" (metadata, formatting, fixing warnings, etc).

Commit message:

Promotes `installing` and `installation` from `data-local-lt` to `data-lt` (exported aliases) and adds `class="export"` so other specifications can cross-link to this dfn.
