[w3c/ServiceWorker] Origin API: need to change ExtendableMessageEvent (Issue #1820)

annevk created an issue (w3c/ServiceWorker#1820)

The change we made to MessageEvent per discussion in https://github.com/whatwg/html/issues/11993 also needs to be made for ExtendableMessageEvent.
