Is it the case that the behavior when the host has a `null` registry has a special carve out?

I am more concerned that `attachShadow` does not "inherit" a scoped registry: https://codepen.io/Steve-Orvell/pen/ZYpGVPd?editors=1000. On that example, Safari is OK and Chrome Canary 147.0.7710.0 is failing.
