As of https://github.com/whatwg/url/commit/37afb50be866ce38c7efd8f86deb5b6c0b7440ac I think this is extremely clear. Only the second step of the domain parser is about conformance now. The domain parser still has the _beStrict_ argument exposed so we can define validity. Perhaps #245 allows us to get rid of that at some point unless we end up using it for email. TBD.
