Numbers are not allowed as (or in) a Top Level Domain.

According to RFC1123, ordinary domain labels below the TLD may contain digits, but an ASCII ICANN gTLD label at the root cannot. IDNs are handled separately through IDNA2008 and the Root Zone Label Generation Rules, so the answer can differ for non-ASCII script code points.
