annevk left a comment (whatwg/url#916) We should probably define it ourselves then. It seems a bit weird to allow leading zeros for IPv6 but not IPv4. I would lean towards disallowing it for both, but the parser does allow it currently. I think the parser mainly matches browsers / 3986 and did not consider validation errors much.
