If you're not talking about the browser you're on the wrong GH repo.  This issue is about CORS preflight -- please correct me if you're aware of any non-browser clients that require preflight.  If you are developing a server-to-server security model that won't be used by a browser user-agent, you don't need to be here because none of these rules will apply to you.
