That is the hope, but ther will be exceptions for certain namespaces; `data-` & `aria-`, for example. It seems as though that could be trivially extended to include `msg-` and `tool-` if those proposals wish to pursue those. If this proposal happens to land first, those proposals could always drop the dash.
