@annevk The mentioned conflict in my opinion is debatable.

We could even specify that there's a limit, but make the limit a implementation defined value for example so the implementers can provide options, or defaults with their own limits. We could just say the limit cannot be less than "N" for example.

This requiring a great deal of care is true for all standardization processes.
