[whatwg/fetch] QuotaExceedederror is now a derived interface (Issue #1903)

### What is the issue with the Fetch Standard?

https://github.com/whatwg/webidl/pull/1465 made QuotaExceeded a derived interface that can now provide more useful information to the caller. Other specifications were updated to take advantage of this, but it seems like Fetch was overlooked.
