@annevk Reopening this issue as I'm a bit confused by the two of the WPTs behavior on attachShadow default registry.
My understanding is that we now want to use a node's document's registry as the default registry during attachShadow, but in [ShadowRoot-init-declarative.html](https://github.com/ja-y-son/wpt/blob/master/custom-elements/registries/ShadowRoot-init-declarative.html), it seems like we're still somehow holding the assumption that the shadowroot created by attachShadow is using host's registry by default. Am I missing something here?
