[whatwg/webidl] Link to ECMAScript's ? operator is broken (Issue #1596)

### What is the issue with the Web IDL Standard?

https://webidl.spec.whatwg.org/#js-dictionary, step 4.1.3 has a `?` which links to https://tc39.es/ecma262/#sec-returnifabrupt-shorthands, but the fragment link seems to be broken.

I think this is the new URL?
