annevk left a comment (whatwg/webidl#1485) Oh right, I was still thinking of the bool meaning. Maybe it can be like this: NeedsNull and NeedsNullAndUndefined. I don't think we want NeedsUndefined (without NeedsNull) as generally there are many legitimate cases for that, but maybe for bool we still want to require something for that.
