[w3c/permissions] Permission state constraints don't always seem to be ensured (Issue #476)

The specification allows permissions to define [permission state constraints](https://w3c.github.io/permissions/#dfn-permission-state-constraints) on the values returned for their descriptor permission state. Yet [reading the current permissions state](https://w3c.github.io/permissions/#dfn-permission-state) does not seem to always take those constraints into considerations (in particular, it's not clear to me when step 8. of that algorithm would be reached).
