[w3c/screen-orientation] Must natural orientation be detectable? (Issue #259)

Reviewer from Privacy WG here 👋 

Is it possible to obscure the device's natural orientation? Section 12's protections 2-4 seem to provide this, but only MAY be implemented as fingerprinting protection. Is there feedback that this is not possible to land as standard behavior?
