[whatwg/webidl] Editorial: replace `IsResizableArrayBuffer` with `IsFixedLengthArrayBuffer` (PR #1521)

As part of https://github.com/tc39/ecma262/pull/3116, the `IsResizableArrayBuffer` abstract op was negated and replaced with `IsFixedLengthArrayBuffer`. This PR updates the spec to use the standardized op.
