[w3c/push-api] Missing tasks in parallel steps in Push API (Issue #407)

While crawling [Push API](https://w3c.github.io/push-api/), the following algorithms fire an event, or resolve or reject a Promise, within a step that runs [in parallel](https://html.spec.whatwg.org/multipage/infrastructure.html#in-parallel) without first queuing a task:
* [ ] The [PushManager/getSubscription()](https://w3c.github.io/push-api/#dom-pushmanager-getsubscription) algorithm resolves/rejects a promise directly in a step that runs in parallel
